The Finnish municipality in social services aims to prevent social problems, maintain social security and support people's independent living.
The city of Kuopio has four service entities, which are for families with children, adult social work, disability services and services for elderly.
The goal of health care in the city of Kuopio is to provide good health, mental and physical functional capacity and health and long life. The primary goal is in preventative health care, meaning that the citizens are encouraged to take responsibility for their own health.
Health services are divided into outpatient care, hospital services, services for children and adolescents, mental health services for adults and substance abuse treatment.

Immigrant Unit
Kuopio Immigrant Unit receives refugees and immigrants and integrates them into Finnish society, in conjunction with other authorities. The mission of the unit is to help refugees and immigrants to integrate into Finnish society and, at the same time, support them in maintaining their own cultural identity. The Immigrant Unit aims to promote understanding of other cultures in Finnish society through its work.
The Immigrant Unit serves refugees and foreign nationals who have been granted asylum as well as return immigrants. Refugees will remain clients of the Immigrant Unit for no less than the first three years and return immigrants for no less than six months.
The Immigrant Unit advises and guides its clients in, for example, the following matters:
- social welfare
- income support
- domestic help
- child protection
- healthcare

Patient Ombudsman
The Patient Ombudsman provides information on he patient's rights and acts to promote them. The task of the Patient Ombudsman is to counsel and help the patient as necessary if the patient is dissatisfied with the care and treatment received.
