Kuopio’s population grew thanks to immigration – construction slowed down in 2025
The population of Kuopio grew by a total of 960 people in 2025, and at the end of the year, the city had 126 626 residents. The population growth was almost entirely due to immigration (+968). The migration between municipalities remained exceptionally low at +87 people, which is the lowest figure since 2007. Natural population change remained negative (-80).
Among comparable cities, Kuopio’s population growth was average: the highest growth figures were seen in the capital region and large university cities.
Housing construction
In 2025, only 310 new apartments were completed, which was a record low. A total of 75 (24%) single-family homes were completed. A total of 128 student apartments were completed in Savilahti, 22 in Jynkkä, 34 apartments with right of occupancy in Puijonkuppe, and 51 owner-occupied apartments in the city center.
Building permits were granted for 402 apartments. Housing construction is expected to recover slightly in 2026, when an estimated 550 new apartments will be completed.
Other construction
In 2025, two new daycare centers (Jynkkä and Pyörö) and an electronics industry hall in Neulamäki were completed.
In addition, 35 recreational residential buildings were completed.
