Accessibility Statement

This accessibility statement concerns the address www.kuopio.fi and has been updated on January 11th, 2024. The accessibility of the service has been evaluated by the technical supplier of the website (Geniem Oy) regarding the technical implementation. The assessment of content has been carried out as an expert evaluation by the Communication and Marketing Unit of the City of Kuopio.

The City of Kuopio aims to ensure the accessibility of its website in accordance with the Finnish Act on the Provision of Digital Services (306/2019) and the EU Accessibility Directive.

Status of Accessibility

The Kuopio.fi website partially meets the requirements of the Web Content Accessibility Guidelines (WCAG) 2.1 level AA for web content accessibility. Below, it is explained to what extent the site deviates from the criteria or does not adhere to them. The reason for non-accessible content is non-compliance with the Act on the Provision of Digital Services 306/2019. Accessibility issues will be addressed during the ongoing development of the site in 2024.

Inaccessible Content

General

Some sections on the website lack the use of heading levels or use them in a logically inconsistent order. (WCAG 1.3.1)

Search Function

On the search page, the selection jumps back to the search field if the search button is pressed or search results are filtered through preselections. (WCAG 3.2.2)

Images

Text alternatives for some images are unclear. The site contains icons and images without any text alternatives. (WCAG 1.1.1)
Images with text on them have incomplete alt text, failing to convey all the information in the image. (WCAG 1.1.1, 1.4.5)

Links

There is inconsistency in marking links. Some attached files lack indication. For example, not all PDF files have been marked. The site also has some links that lead away from the Kuopio.fi site without proper indication. (WCAG 2.4.4)

Some links have names that do not differentiate them or their button texts are not descriptive enough. (WCAG 2.4.4, 2.4.6)

There are several PDF files and forms on the site that are not accessible.

Videos published after September 23, 2020, and recorded streams on our pages will be captioned within two weeks.

The applicable legislation does not cover this content

There are map embeds on the site that have not been developed to be accessible because the applicable law (Act on the Provision of Digital Services 306/2019) does not cover map services.
