Permit for micro-mobility operations

Decision on Micro-Mobility Permit by the Kuopio Urban Structure Committee

The Kuopio Urban Structure Committee decided in its meeting on 20 August 2025 to introduce a permit for micromobility operations. The permit must be applied for annually using an e-form, and the recommended submission date is 28 February. The permit fee is €200, and the permit is granted by the maintenance manager provided that the applicant meets and commits to all the required conditions.

Micro-Mobility Permit Conditions

The applicant agrees to the following conditions:

  • The operator commits to the operational season from May 1 to October 31. The season length may vary by ±15 days due to weather conditions. Changes to the season length are decided by the Maintenance Manager.
  • The operator agrees to define lower speed limit zones in the backend system and customer application.
  • The operator agrees to set the lower speed limit operating hours in the backend system and customer application from 11:00 PM to 5:00 AM.
  • The operator agrees to add city-defined no-parking zones to the backend system and customer application.
  • The operator agrees to add new no-parking zones during the operational season.
  • By December 15, after the season ends, the operator must submit the following anonymized data, or the city may deny the permit for the next season: number of e-scooters, number of trips, average trip length, average ride time and distance, and trip end locations presented on a map.
  • When applying for the permit, the operator agrees to submit a map of the operational area and rental terms.
