Kuopio participates in the European Bloomberg LSE European City Leadership program to promote urban development for the benefit of its residents

Kuopio’s participation in the Bloomberg LSE European City Leadership program will provide the city’s leadership with expertise in solving complex challenges, exploring new innovations and delivering tangible results.

The program is delivered in collaboration with the London School of Economics and Political Science (LSE) and the Hertie School in Berlin, combining their academic expertise with the knowledge and experience accumulated through more than a decade of work by Bloomberg Philanthropies.

In addition to Mayor Soile Lahti, two representatives from the City of Kuopio will take part in the program’s training sessions in December. Alongside Kuopio, the mayors of Espoo and Vantaa are also participating in the program from Finland.

Kuopio has been selected to participate in the Bloomberg LSE European City Leadership Initiative, a professional leadership and governance program specifically designed for European mayors and municipal leaders. Mayor Soile Lahti is taking part in the program’s second cohort, which brings together mayors and senior city leaders from 17 countries, representing a combined population of more than 12 million people.

The Bloomberg LSE European City Leadership Initiative is led by its founding organizations, Bloomberg Philanthropies and the London School of Economics and Political Science (LSE), and delivered by LSE Cities and the Hertie School in Berlin. The program provides Kuopio with cutting-edge expertise in solving complex challenges, modernising public services, strengthening organisational performance and improving people’s lives. It focuses on issues that matter most to residents, such as housing, transportation and youth services.

Launched in 2025, the Bloomberg LSE European City Leadership Initiative provides Kuopio with access to forward-looking strategies, expertise and professional networks. The nine-month program combines in-person instruction, field-based learning and practical exercises. Through the program, Kuopio’s representatives will learn proven approaches developed by world-class researchers and leading experts to improve organisational performance, strengthen cross-departmental collaboration, mobilise collective action and develop innovative solutions that deliver tangible benefits for residents.

In addition to Mayor Soile Lahti, the City of Kuopio will be represented by Director of Strategy and Communications Kirsi Soininen and Director of Education and Learning Mikko Ripatti at the program’s intensive training session in Berlin this December. Together, Soininen and Ripatti will support Mayor Lahti in leading a ten-member city team established to develop an innovative response to a current challenge affecting local residents.

For the program, the City of Kuopio has chosen to focus on strengthening the position of Savilahti and Kuopio as pioneers in sustainable growth, well-being and renewal. The project will centre on further developing the Savilahti knowledge and innovation ecosystem into an even stronger platform for growth, research, and innovation.

“Savilahti already possesses all the key elements of an internationally significant innovation ecosystem. Our next step is to strengthen collaboration so that the area generates even more innovations, businesses, jobs and international attractiveness,” says Mayor Lahti.

The Bloomberg LSE European City Leadership Initiative builds on more than a decade of work by Bloomberg Philanthropies to strengthen city leadership and foster innovation in local government around the world. To date, the Bloomberg Harvard City Leadership Initiative, delivered through the Bloomberg Center for Cities at Harvard University, has trained 447 mayors and city leaders and more than 3 000 senior city officials, including 80% of mayors in major U.S. cities and nine local government leaders in England.

At the start of the program, Mayor Lahti will participate in a four-day convening featuring keynote lectures and discussions with international experts from Bloomberg Philanthropies, the London School of Economics and Political Science (LSE), and the Hertie School, as well as fellow city leaders from across Europe. Participants will engage with leading experts such as Professor Ricky Burdett, Director of LSE Cities and the Bloomberg LSE European City Leadership Initiative, and Professor Dr Andrea Römmele, Dean of Executive Education at the Hertie School and Professor of Communication in Politics and Civil Society.
