Current: Maintenance of building and apartment information
Building control maintains building information in several different registers. Information can be found in the municipal building register and in the Population Information System of the Digital and Population Data Services Agency (DVV). The property owner has the opportunity to report the correction of incorrect building information to building control. You can check the details of the building, for example, in the MyTax service at MyTax – Suomi.fi.
Building control checks the matters mentioned in the correction request from the valid building permits and, if necessary, contacts the person submitting the correction request. Building control stores the information to be corrected in both the municipal building register and the Population Information System.

Regional building control services in Kuopio began working on a property tax study in October 2018. The purpose of the measure is to update the registers containing building data, which are currently incomplete. Up-to-date registers facilitate the work of building control, for example, and guarantee equal treatment of property owners in property taxation. Reviewing the property taxation decision and correcting the information is the responsibility of the property tax customer, and if they notice incomplete information, they must notify the Finnish Tax Administration of the correct information in accordance with given instructions. An inspection carried out by a municipality does not exempt a property tax customer from this obligation. If necessary, Regional Building Control requests additional information from property owners.

Bodies of building control
The Environmental and Building Board is responsible for the statutory tasks of regional building control in Kuopio. The operating rules of Kuopio’s Service Area for Urban Environment define the tasks of different working groups.

The Environmental and Building Board of Kuopio is responsible for the tasks of the municipal building control authority in accordance with the cooperation agreement between the Cities of Kuopio and Suonenjoki. The members of the Board are elected by the City Council.
The Environmental and Building Board of Kuopio transfers the authority of the building control authority stipulated in the Land Use and Building Act and special acts to its subordinate office holders. The building inspector of the City of Kuopio, inspection architect, control architect, building permit engineers, inspection engineers and HVAC engineers act as officials in building control in Kuopio. In Suonenjoki area, the official is the building inspector of Suonenjoki. The duties and responsibilities of officials are specified in the operating rules of the service area for Urban Environment of Kuopio.
The Environmental and Building Board of Kuopio processes claims for correction of decisions made by officials and decides on such matters as coercive measures, building control authority fees and the placement of civil engineering equipment. The duties of the Board are defined in the Land Use and Building Act and the Administrative Regulations of the City of Kuopio.

Section 13d of the operating rules of the service are for Urban Environment of Kuopio defines the tasks of the technical inspection team. The Technical Inspection Team is a working group providing opinions to permit decision-makers. It deals with demanding construction projects for which the permit decision-makers need an expert opinion to support their decision. As a rule, the working group meets once a week.
The preparer for the Technical Inspection Team is the inspection architect. A fire inspector from the North Savo Rescue Department, a representative of Kuopio’s environmental health care and a permit decision-maker from whose area applications are processed are invited to the working group. If necessary, other experts may also be requested for the working group.

Section 13d of the operating rules of the service are for Urban Environment of Kuopio defines the tasks of the urban image team. The Urban Image Team is an expert body assisting the Environmental and Building Board and the officials responsible for building permit matters. The task of the working group is to monitor the development of the urban, village and landscape image and, in particular, the impact of construction on them. The working group will promote the formation of a good urban and landscape image and public outdoor space and, if necessary, issue statements on projects that have a significant or abnormal impact on the environment.
The preparer and chairman of the Urban Image Team is the inspection architect. The city planning manager of the City of Kuopio is a member.
Other members of the working group include the building inspectors of Kuopio and Suonenjoki, the city architect of Kuopo, the master plan manager, the city gardener and the chairman of the Environmental and Building Board or another member appointed by the Board from among its members. In addition, the Vice-Chair of the Board has the right to attend meetings in matters concerning the Suonenjoki area.
Savon Arkkitehdit ry has the right to appoint a representative to the working group each year, who will participate in the work of the working group on major sites. If necessary, the working group may also consult other experts.
