An electric scooter is a convenient way to get around the city. As with any mode of transportation, users must ensure their own safety and that of others by following traffic rules. The traffic regulations for electric scooters are the same as those for cyclists. Key rules include anticipatory driving, moderate speed in urban environments, yielding rules similar to those for bicycles, and consideration for others—especially when parking the scooter. Riding on sidewalks is prohibited. The rider must be at least 15 years old. Carrying passengers is not allowed; each user must rent their own scooter. Riding under the influence is strictly forbidden.

Parking Electric Scooters 

In Kuopio, parking of electric scooters is moderately restricted. No-parking zones include Kuopio Market Square, several historic parks in the city center, and areas near certain bridges and underpasses. Lower speed limit zones are in effect in the pedestrian city center and the passenger harbor area. In addition to these, electric scooter companies may impose their own restrictions. In autumn 2024, the first designated parking spaces for electric scooters were painted in Kuopio citycenter. These will be monitored to assess the need for additional spots.

Electric Scooter Companies Operating in Kuopio 

Three companies offer shared electric scooter rentals in Kuopio. Due to updated legislation in summer 2025, municipalities must decide whether to implement a micromobility permit system or use a transitional period. In Kuopio, the Urban Structure Boad will be presented with a proposal to adopt the micromobility permit. The permit conditions may include regulations on vehicle speed, operating season, and parking.
