Public procurements

The City of Kuopio procures goods and services from the private sector to organise the services it is responsible for. In 2022, the value of procured goods and services was EUR 529 million.  The city’s procurements are carried out in a decentralised manner by its units. The City of Kuopio uses the services provided by Sansia Oy, a procurement company owned by the city and other public bodies, when making procurements that fall under the Act on Public Procurement and Concession Contracts.

Procurement principles 

The City of Kuopio complies with public procurement legislation and the city’s own principles, rules, and guidelines. 

All procurements are conducted in a high-quality and cost-effective manner. The city’s procurement policies are included in the procurement programme. The most significant procurements are subject to an impact assessment before a procurement decision is made. This involves examining various factors, such as the strategic impacts of the procurement as well as its impacts on people, the environment and climate, businesses, and the city’s finances. 

The procurement programme is currently being updated, and the new programme will be completed in 2023.

Invitations to tender 

All contract notices that exceed national thresholds are published in the HILMA service, either nationally or on an EU-wide basis, depending on the value of the procurement. Each contract notice contains instructions on where the invitations to tender can be found.

Small procurements 

The Act on Public Procurement and Concession Contracts does not apply to procurements that fall below national thresholds, i.e. small procurements. Small procurements are carried out in accordance with the City of Kuopio’s current guidelines on small procurements. Small procurements are also subject to transparency and non-discrimination requirements, in relation to the size and scope of the procurement. Any small procurements are typically arranged via the HankintaSampo small procurement system, to encourage the participation of the region’s business sector in procurements. Businesses can sign up for the online service free of charge. The pricing of the service is based on a service fee charged to the winning company, which the company can take into account in its tender price.

The City of Kuopio promotes the employment of local residents who require assistance in entering the labour market with its public procurements.

Service voucher 

The service voucher for early childhood education and care is a support for private education and care that is granted to children living in Kuopio who are entitled to early childhood education and care and have been granted a place from a private day care centre or family day care provider. The service voucher is paid directly to the service provider.
