What is de minimis aid?

De minimis aid refers to small-scale aid governed by European Commission Regulation (EU) 2023/2831 or (EU) 2023/2832, with a maximum value of €300,000 per undertaking over a three-year period.

An enterprise is defined as an entity engaged in economic activity, regardless of its legal nature or method of financing. Non-profit or public benefit entities, such as associations and third sector organisations, also fall under the scope of the de minimis regulation if they carry out economic activities and if other state aid criteria are met.

Economic activity encompasses any activity involving the offering of goods or services on the market, such as renting out of premises, fee-based courses or security services.

If an association provides market-based services and the grant supports this activity, the grant constitutes de minimis aid, which the municipality is required to report to the European Commission’s de minimis register.
