Master planning
In Kuopio, master planning is the responsibility of the strategic land use unit (strateginen maankäyttö). The city planning activities are guided and monitored by the Urban Structure Board. The master plans are approved by the City Council.
The City of Kuopio prepares a zoning review once a year, which includes an overview of current and soon-to-be-launched master plans. Read more about participating in land use planning.

The purpose of the master plan is to provide general guidance on the urban structure and land use of a municipality or part of it and to coordinate the activities. The objective of the master plan is to prepare for future changes and to create the preconditions for the desired development.
The functionality of the urban structure, such as the location of housing, services and jobs, is taken into account in the planning of the master plan. In addition, the master plan takes into account the preservation of valuable environmental characteristics, such as cultural environment and natural values.
The master plan may apply to the entire municipality or a part of it. The plan drawn for a sub-area is called the sub-area master plan. In rural and coastal areas, the master plan can also be drawn up so that it can be used directly as a basis for granting a building permit.
The master plan is shown on the master plan map. In addition to the plan map and markings and regulations, the plan material consists of a plan description that provides background information on the solutions presented in the plan.
The master plan is also used as a guideline when preparing and modifying the city plan and in other planning related to the use of the areas.

The customer service for planning is open from Monday to Thursday. When doing business at the council house, the meeting time must be agreed in advance.
