School enrolment for first-year pupils who speak Finnish (age group 7)
A child is enrolled in school by their parent or guardian in January via the internet. The enrolment form has information on the local school where the child will be enrolled. Enrolment is via the Wilma portal, and the parent or guardian will receive a username and password when submitting the form. The enrolment form and a letter of instruction will be sent to the parents/guardians by post. Parents/guardians are asked to remember the username and password because Wilma is one means of communication between home and school.
A parent/guardian can apply for a place at another school than the child's local school for a justified reason (an alternative school choice), in which case the pupil can be admitted to the school if there are available places. If the school has more applications than available places, pupils will be selected according to the following criteria in order of priority:
1. The pupil has a medical/welfare need that cannot be met at the child's local school (requires a doctor's or other specialist's report);
2. The pupil's sibling attends the same school at the same time (not applicable if the sibling is assigned to the school on grounds of special needs, the sibling is assigned to their alternative school choice, or the sibling is accepted by entrance examination);
3. The pupil has attended pre-school at the school in question.
If there are more applicants, which meet the criteria than there are available places, pupils are selected by drawing lots. The alternative school choice applies to school years 1–6. The parents/guardians are responsible for any transport costs to a school other than the child's local school. Parents/guardians are also responsible for transport costs incurred due to illness or an accident away from school.
The school's principal will decide on places for all first-year pupils. Decisions on school places will be sent to homes in February. If parents/guardians are dissatisfied with the decision, they can appeal to the Regional State Administrative Agency for Eastern Finland (Itä-Suomen aluehallintovirasto), following the instructions for making a claim for a revised decision.
In the event that a pupil's need for special support is still being examined, the pupil will receive a new decision (made by the Head of Basic Education) on special needs education, if applicable, later.
If a pupil moves to another school district in the middle of the school year, the parent/guardian must notify the principal of the child's current school of the move immediately. The pupil will be assigned to another local school. However, the pupil is entitled to continue to attend the school for the time being provided if it does not incur the school any extra costs, and that the parent/guardian meets the transport costs. The school's principal will make the decision.
School enrolment for older pupils who speak Finnish (age group 8 - 17)
When family moves to Kuopio with a child age group 8 – 17 and the child has skills to study in Finnish, parent/guardian needs to contact to the principal of the child’s local school. If parent/guardian do not know which school is child’s local school, he/she needs to contact to the Basic Education Services. A parent/guardian can apply for a place at another school than the child's local school (an alternative school choice), in which case the pupil can be admitted to the school if there are available places. The school’s principal will make the decision. Language skills are tested before a decision is made.

If the child do not have sufficient Finnish language skills to study at his/her own local school, parent/guardian needs to contact to the coordinator. In these situations child goes to preparatory education.
